It seems to be a children's toy released by TOMY in 1998.
Size is approximately 30cm from the tip of the ear to the tip of the foot (using iPhone measurements)
This is Pikachu from the early days of the anime.

■When you put the batteries in, its cheeks lit up and it spoke "Pikapi" and "Pikachu."
■I wiped it all over with alcohol, but some dirt remained in some places.Also, the tips of both ears and the brown part of the tail are slightly peeled off, and there is some damage.
■The battery cover and inside of the box are in good condition and clean.
■The actual color looks a little darker yellow than the listing image.

I came across it while cleaning up my room, but I don't remember how to play with it or move it because it was bought for me when I was a child.
