This is a Dragon Ball capsule toy (gacha gacha) figure.I don't have the minibook, so I don't know the series name.

All the parts for the figure are included, but the base is missing, so when you try to stand it up on its own, it will tilt backwards.The photo was taken with it attached to the wall.

I don't think there are any particularly noticeable scratches or stains other than the missing pedestal, but since this figure has been released for many years, please expect some dirt and deterioration over time.
